01.02.2017   THAI PBS NEW BOARD OF GOVERNORS

Board of Governors

According to Thai Public Broadcasting Service Act, B.E.2551 (2008), there shall be a Board of Thai Public Broadcasting Service (Board of Governors) consisting of nine members selected and appointed from qualified persons, as follows:

     - Two qualified persons in the field of mass communication;
     - Three qualified persons in the field of organization management;
     - Four qualified persons in the field of democratic promotion, community or local development, learning and studying, child, youth or family protection and development or promotion of the rights of the disadvantaged.

The Board has the powers and duties, among others, as follows:

     - To lay down general policy of the Organization;
     - To protect and preserve an independence of the Executive Board, Director, and official from any intervention;
     - To approve business administration plan and schedule plan of the Organization to be in with the objective of the Organization
     - To issue the code of conducts, together with penalties, of the Executive Board member, Director, administrative official and employee of the Organization;
     - To prepare and submit an annual report to the Council of Ministers, the House of Representatives and the Senate and to disseminate such report to the public.
 

Currently in 2017, the members of the Board are as follows:




 

Joompol  Rodcumdee (the chairman) 

Assoc. Professor Joompol Rodcumdee graduated B.A. in Mass Communication from Faculty of Communication Arts, Chulalongkorn University and M.S. in Broadcast Journalism from Boston University, USA.  Since 1973, he was a lecturer at the Faculty of Communication Arts, Chulalongkorn University, teaching radio and television production especially news and documentary programs, station management for under graduate students and communication development, community media and media researches for graduate students as well.   In addition, he had conducted a number of communication and media researches and was assigned to be the Managing Director of CU Radio Broadcasting Station, the Dean of the Faculty of Communication Arts and the Vice President of Chulalongkorn University respectively.

In other works, he had been working with some production houses as a TV program producer and being media consultant for UNICEF, UNEP and Ministry of Public Health, Ministry of Agriculture, Ministry of Office of Prime Minister, Ministry of Education.  Moreover, during 2014 – 2015, he was a member of the National Reform Council and appointed to be the Chairman of the Media Reform and Information TechnologyCommision.



 

Dr.Narong Petprasert

Ass. Professor Dr.NarongPetprasert finished Ph.D.in Political Economy at LaTrobe University, Australia. He firstly started his academic work at the Board of Trade of Thailand, later the researcher and loan analyst at Bangkok Bank, and the economist of the Bank of Thailand. He has been the lecturer of the Faculty of Economics,Chulalongkorn University since1979, and he was also the founder of the Political Economy Sections of this faculty.

According to other experience, he was the chairman of the Board of Director of the Diary Farming Promotion Organization of Thailand, the chairman of the Executive Board of the Rubber Organization, the chairman of the Zoo Organization, the chairman of the Labour Relations of the Forest Industry Organization. During 2010 – 2013 he was a member of the Reform Committee and the Reform Assembly. Besides, he specializes in labour and vulnerable people conditions. In February 2015 he has become a member of the Board of Governors of TPBS.



 

Ladavan Bua-aim

Ladavan Bua-aim joins Thai PBS Board of Governors since November 2014. She is a graduate of Arts and Communications Arts from Chulalongkorn University and Sukhothai Thammathirat Open University. She has a Master in Political Science from Thammasat University. She has 39 years of national and international experiences in media and communication. She held a number of senior management at the Government of Public Relations namely Deputy Director-General, Executive Director of Foreign Office, Director of National Policy and Planning Committee. Information Counsellor, Office of Information, Royal Thai Embassy, Malaysia, committee member on broadcasting personnel development, under the office of the National Broadcasting and Telecommunications Commission (NBTC)


 

Rungmanee Mekhasobhon

Rungmanee Mekhasobhon has almost four decades’ experience in journalism, with a record of being at the forefront in print, radio, television and new media. Besides accomplishments in Thailand, Rungmanee was a producer for the BBC Thai Service in London.

Rungmanee did not only cover events in Thailand, but also was one of the first Thai reporters to report regionally.  Besides being a reporter and analyst, she also has managerial experience of media organizations.

The turning point in her career came when she went on to write books on Thai political history and Thailand’s relations with neighbouring countries. All of her books were well received. 

 



 

Pipat Chanasongkram

Pipat Chanasongkram is a member of Board of Governors, Thai PBS in 2015. Graduated with a Bachelor of Laws from Ramkhamhaeng University  and a Master of Arts in Political Economy from Chulalongkorn University, he has held many posts in journalist organizations such as The News Broadcasting Council of Thailand,  Thai Broadcast Journalist  Association and Thai Media Law & Policy Center. Pipat held executive positions in media companies such as Thai TVD and T-News, he was also an advisor to Committee on Human Rights, Right and Liberties and Consumer Protection of the Thai Senate and an advisor to the Chief Commissioner of Transportation, House of Representatives. Pipat is currently Managing Director of The Institution of Thai Vision Direction. 

 



 

Pichet Pattanachote

Pichet Pattanachote, the former senate's vice president, has a solid experience in Thai Politics and democratic development. He is graduated with a Master of Public Administration from National Institute of Development Administration (NIDA) and a Bachelor of Laws from Chulalongkorn University. With his expertise, he was the Former Senator from Nakhon Ratchasima Provinceand Former First Vice President of the Senate in year 2001. During 2007 – 2009, he was a member of Political Development Council and was served as Advisor to the Minister of Public Health in 2008. He joins Thai BPS as a Board of Governors in 2016.



 

Surapong Kongchantuk

Surapong Kongchantuk is a leading human rights activist with extensive experience working with civil society on human rights protection and equal education opportunities for the disadvantaged, ethnic minorities, migrant workers, the stateless and the displaced. He has a bachelor's degree in law from Thammasat University and a master's degree in social development from the National Institute of Development Administration. His advocacy campaigns have contributed to many policy changes to provide equal education opportunities to disadvantaged, migrant and stateless children and to accord legal rights and protection to indigenous peoples. He was also a member of the Human Rights Committee, Lawyers Council of Thailand, for several years.



 

Phairoj Pholpet

Phairoj Pholpet, a former Commissioner of Law Reform Commission of Thailand (OLRCT), graduated with Bachelor of Law from Thammasat University.  He has held various posts in human rights organizations such as a President of Human Rights Lawyer Association, a Chair of ENLAWTHAI Foundation (EnLAW), a Secretary General of Union for Civil Liberty (UCL) and a Chair of NGO COD to promote and protect the rights of the people.  Phairoj has done researches, published journals and has been a drafting committee forNational Human Rights Commission (NHRC) establishment bill. He proposed the laws and regulations related to land reform, community forestry, media reform, consumers and environment. Phairoj was a selecting committee for the Board of Governors of Thai PBS, the Board of the National Economic and Social Advisory Council (NESAC) and the Board of the National Broadcasting and Telecommunication Commission (NBTC) In 1993, he represented Thailand to participate in the World Conference on Human Rights, held by the United Nations in Vienna, Austria.



 

Vithaya Kulsomboon

Vithaya Kulsomboon was previously the Director of Social Research Institute and the Chair of Social Development and Human Security Research Cluster, Chulalongkorn University.  At the national level, he was the member of the National Reform Council, National Health Commission, the National Economic and Social Advisory Committee, and the Honorable Advisory Member in the Senator Committee on Human Right, Freedom and Consumer Protection.  At present, he is the Director of International Graduate Program on Environmental Development and Sustainability and Associate Professor at Social and Administrative Pharmacy, Chulalongkorn University.  He graduated Ph.D. in Pharmacy Administration from University of Maryland at Baltimore, the U.S.A. and earned Bachelor Degree in Pharmacy and Master Degree in Primary Health Care Management from Asian Institute for Health Development, Mahidol University, Thailand.
